According to Gary Berntsen, a decorated espionage officer who led a paramilitary unit code-named "Jawbreaker" in the war that toppled the Taliban after the September 11, 2001, his team could have killed or captured Osama Bin Laden in Tora Bora in late 2001 if the U.S. military officials had agreed to his request for an additional force of about 800 U.S. troops.

Peter Bergen's new book "The Osama Bin Laden I know" also substantiates this point. Highly recommended.
