LAHORE: Sensitive intelligence agencies have a lead that activists of Jamat-ul-Furqan, local collaborator of Al-Qaeda, can target the foreign teams, especially the Americans and the British, when they start returning back to their countries after undertaking the necessary relief work in the areas affected by the recent earthquake.

"The presence of Jamat-ul-Furqan in Muzaffarabad and other earthquake affected areas needs to be watched very closely and if there is any hint of their involvement in subversive activities in the earthquake affected areas, effective measures needs to be taken against them. This is one organization, which reportedly can target the foreign relief teams, especially the Americans and the British, when they start returning back to their countries after undertaking the necessary relief work," read the contents of secret intelligence reports recently forwarded to the all concerned.

Besides, specialized wings of the intelligence agencies have further revealed in their secret reports, Jamat-ul-Furqan is providing bunches of volunteers to an Arabian Jehadi Abu Adil from Al-Qaeda ranks who has formed and launched a group "Al-Jehad" in North Wazirastan with two prime objectives of carrying out attacks on the important personalities in the government of Pakistan and eliminating those who, in their view, are working in North and South Wazirastan, detrimental to the interests of Taliban.

The Al-Jehad Group is said to be responsible and involved in attacking Pakistani security forces deployed in Wazirastan and the security interests/assets of other countries including the US troops deployed in the bordering belt inside Afghanistan. The rise in attacks on the country's security forces in the coming days has also been anticipated.

According to the reports The News obtained from its well-placed sources, the group "Al-Jehad" has so far been made operational in the area of North Wazirastan under the supervision of one Ustaad Khalid.

The ideological support for forming the group, what intelligence reports describe the terrorist network, has been mustered following the edict (Fatwa) issued by one Qari Abbas, Muntazim Madrissah Nizamiah Miran Shah Wazirastan thereby stating, "whosoever betrays and works against the cause of Taliban in this area should be killed".

The religious seminary, Madrissah Nizamiah Miran Shah, is said to be spread over more than 100 rooms and a few of them have been earmarked for the volunteers, described in the reports as the so-called Mujahids, sent by Qari Abdul Karim, caste Khosa, Muntazim Jamat-ul-Furqan office, Multan, situated at Masjid Khuda Bukhsh, Mohallah Kachi Sarai, Multan.

"Here these activists stay temporarily and then are moved to houses in the vicinity of the Madrissah, from where they are fanned out to attack the Pakistani security forces deployed in Wazirastan or the security interests/assets of other countries deployed in the bordering belt inside Afghanistan," read the reports which have been prepared by the sensitive intelligence agencies after having closely watched the situation in the troubled region and the players involved in the deadly game.

Due to the extremely cold weather, the reports predict, attacks on security agencies are expected to increase in Wazirastan, "as the movements of Jehadi elements over long distances would be substantially restricted".

Elaborating the formation of Al-Jehad Group led by the Arab fighter Abu Adil and collaborated by Jamat-ul-Furqan, the reports confide that one Qari Abdul Karim, caste Khosa, R/O Dera Ghazi Khan, presently Muntazim, office of Jamat-ul-Furqan Multan, situated at Masjid Khuda Bukhsh, Mohallah Kachi Sarai Multan is engaged in recruiting and dispatching Pakistani boys to Wazirastan (South/North) to take part in subversive or terrorist activities in the bordering area of Pakistan.

"The procedure being adopted is that the district formations of Jamat-ul-Furqan select boys and sends them to Qari Abdul Karim, at the Madrissah, in Multan from where they get a referral for one Ustaad Saif-ur-Rehman Bilali Toor Gul. All the boys in groups of five to seven first report to one Qari Abbas, Muntazim Madrissah Nizamiah, Miran Shah, who hands them over to Ustaad Saif-ur-Rehman, to make further arrangements of their boarding, lodging, training and dispatch to the area for operational purposes," the intelligence reports disclose as to how the entire network is operating.

About Qari Abbas, the reports reveal that he recently visited Madrissah/School Alif Sani in Sahiwal, one of the strongholds of Jamat-ul-Furqan from where he went to Multan and met Qari Abdul Karim. "After that meeting, both Qari Abbas and Abdul Karim reportedly visited Muzaffarabad to take part in the relief operations of Jamat-ul-Furqan for the earthquake victims."

The personnel of intelligence agencies have further learnt through their well-planted sources that Qari Abdul Karim, along with Ustaad Dawood and Ustaad Faqir Ullah, who were Ustaads at Ma'askar Obaidullah Bin Jirah, Tangir Valley, Afghanistan, are trained in handling and use of bombs and explosives. The said Qari also indulges in brainwashing of the boys and prepares them mentally to take part in suicide bombings.

"He has also been collecting money, as donations, in the name of earthquake victims from different sources and parts of Multan," the reports read while referring to another report (SIR No.39/2005 dated 26-10-2005) earlier prepared and sent about the activities of Qari Abbas and the Madrissah Nizamiah, Miranshah.

The sensitive intelligence agencies have advised that personnel of the security agencies deployed in Wazirastan (North/South) need to be sensitized to be extra careful "about their own security".

Appropriate action against Qari Abbas Muntazim Madrissah Nizamiah Miranshah, South Wazirastan and the Al-Jehad Group has also been indicated for his involvement in encouraging and instigating subversive activities in a highly sensitive area against the interests of the state and policies of the Government of Pakistan.

Similarly, necessary precautions and security measures by the personnel of Pakistani Security Forces deployed in Wazirastan have been indicated. The secret intelligence reports have desired to take a suitable action against Qari Abdul Karim, Muntazim office Jamat-ul-Furqan, Multan for his involvement in subversive Jehadi activities.

Well-placed sources in the quarters concerned informed The News that representatives of all the intelligence agencies working in the country recently arranged some important meetings with the top notches of the provincial police department, especially those posted in the districts and ranges of the Southern Punjab including Multan and worked out the details and strategies to be adopted with regard to the issue.

The discussions over the sectarian situation prevailing in the areas mainly for the last two decades topped the agenda in the preliminary meetings. In the meetings afterwards, besides overall scenario on the sectarian front, it was decided by representatives of the intelligence agencies, experts from other institutions and the police officers that lists A and B would be prepared to take the suspects with both hands.

The last event on the crucial front was a meeting also attended by Additional Inspector General Crime Investigation Department (CID) and DIGs and DPOs of all the ranges and districts concerned for the launching of an operation against these suspected elements.

The points of the strategies were discussed one by one and follow-up meetings were also held to review the strategies and deciding the steps to be taken against the suspects. On being contacted, DIG Multan Police Range Malik Muhammad Iqbal confirmed reports and said, "Intelligence agencies and police personnel are fully aware of the background and the present situation facing the country. We have held several meetings so far and also have made some important arrests and detentions. A complete coordination with the specialized wings of the intelligence agencies is being ensured".

It may be noted here that majority of religious seminaries operate from the cities and towns of Southern Punjab and the region besides having a history of religious and sectarian activities has been producing lots of sect-motivated elements in the last two decades or so. Majority of those killed, arrested and detained for their involvement in sect-motivated attacks across Pakistan reportedly hailed from the same areas.
